On the basis of Order No. RD-02-02-33-31/31.03.2026 of the Minister of Regional Development and Public Works, and in connection with Articles 2 and 3 of Council of Ministers Decree No. 15 of 16.02.2022 on determining the conditions and procedures for the appointment of Bulgarian and foreign citizens in joint structures supporting the implementation, as well as for determining the system for first level control under EU territorial cooperation programmes in which the Republic of Bulgaria participates during the 2021–2027 programming period,

ANNOUNCES A SELECTION PROCEDURE

for the position of
Head of Joint Secretariat
under the Interreg VI-A IPA Bulgaria–Serbia Programme 2021–2027,
within the Directorate “Management of Territorial Cooperation”

1. Place of work:

Sofia, Bulgaria

2. Job description:

The Head of the Joint Secretariat (JS) coordinates the overall work of the JS, ensuring the timely and high-quality implementation of all activities and tasks. Responsibilities include:

  • Supervising the work of JS experts to ensure compliance with programme rules and procedures;
  • Supporting programme management and implementation bodies, including the Managing Authority (MA), National Authority (NA), and Monitoring Committee (MC);
  • Organising the daily work of JS staff and assigning tasks;
  • Coordinating project-level monitoring activities in accordance with EU regulations, programme manuals, and MC decisions;
  • Managing the preparation of reports, analyses, manuals, and other documents related to programme management and implementation;
  • Overseeing the organisation of programme events and preparation of related materials;
  • Reporting on overall and individual staff performance, as well as JS expenditure under Technical Assistance;
  • Presenting programme results at public events, conferences, forums, etc.;
  • Supporting the MA in communication and visibility activities;
  • Coordinating JS activities in its role as an operational unit supporting the governance of the Territorial Strategy for Integrated Territorial Development.

3. Eligibility requirements:

Education:
Master’s degree

Field of study:
Social sciences, economics, law, technical or humanities disciplines

Professional experience:
Minimum 5 years of relevant professional experience in the field of higher education or in areas related to the responsibilities of the position

Additional qualifications:
Excellent command of English (written and spoken)

Additional experience considered an advantage:

  • Managerial or administrative experience in an international environment;
  • Experience in programme/project management and/or implementation of EU-funded programmes;
  • Leadership experience managing national and/or international teams.

4. Selection procedure:

  • Written exam including multiple-choice questions in Bulgarian and English, as well as written translation to and from English;
  • Interview with candidates who have successfully passed the written exam.

The selection committee will indicate the information sources to be used for preparation for the written exam and interview when publishing the list of admitted and non-admitted candidates.

  • Curriculum Vitae in English (template);
  • Copy of higher education diploma.

A copy of the diploma is not required in the following cases:

  • If the diploma was issued in Bulgaria after 01.01.2012 and is registered in the national register – the application must indicate the diploma number, date, and issuing institution;
  • If the recognition document for education obtained abroad is registered in the National Centre for Information and Documentation – the application must indicate its number, date, and issuing authority.
  • Copies of documents proving professional experience (employment record book, service record, insurance record, civil contract, or other relevant documents);
  • Copies of other documents proving compliance with the requirements.

Documents shall be submitted to the MRDPW Administrative Service Centre,
17–19 “St. St. Cyril and Methodius” Str., Sofia 1202:

  • In person;
  • Through an authorised representative;
  • Electronically at: e-mrrb@mrrb.government.bg (application and declaration must be signed with a qualified electronic signature);
  • Via licensed postal operator (date of receipt is valid).

Application deadline:
1 month from the date of publication of the announcement (until 04.05.2026)

Note:

The following persons are not eligible to participate:

  • Minors;
  • Persons under legal guardianship;
  • Persons convicted of an intentional criminal offence;
  • Persons deprived of the right to hold the respective position.

Applicants falling under these categories will not be considered further.

Employment conditions:

Approved candidates will be offered a fixed-term employment contract.

Gross monthly salary: up to EUR 2,000 / BGN 3,911.66

Personal Data Processing Information

In accordance with Article 13 of the General Data Protection Regulation (EU) 2016/679:

  • Personal data provided to the data controller – the Ministry of Regional Development and Public Works – are required for conducting the selection procedure under the Labour Code and the approved methodology pursuant to Decree No. 15/16.02.2022;
  • Data retention period: 3 years (both electronically and on paper);
  • Participants have the right to request deletion or correction of their personal data where processing does not comply with applicable legislation;
  • Participants may lodge a complaint with the supervisory authority – the Commission for Personal Data Protection;
  • Failure to provide the required personal data will prevent participation in the procedure;
  • The data controller does not process personal data for purposes other than the selection procedure.
