b-solutions 3.0: Support for More Effective Cross-Border Cooperation

A new call for proposals under the b-solutions 3.0 initiative is currently open for applications.

The initiative is promoted by the European Commission’s Directorate-General for Regional and Urban Policy (DG REGIO) and managed by the Association of European Border Regions (AEBR). Its objective is to support border regions in identifying and overcoming legal and administrative obstacles that hinder cross-border cooperation.

Very often, cross-border projects face practical difficulties related to differences in national rules, administrative procedures, institutional coordination, public services, permit regimes, procurement procedures, labour legislation or other legal and administrative differences between the two countries. 

Through b-solutions, such challenges can be analysed with the support of experts experienced in the fields of law and cross-border cooperation. Border authorities (like municipalities and regions) can submit "cases" of specific hurdles they face. Selected applicants receive expert support for: better understanding legal and administrative obstacles affecting cooperation; identifying practical and sustainable solutions; improving coordination between institutions and partners; supporting smoother implementation of cross-border projects; preparing stronger and more sustainable future project ideas and partnerships; and contributing to more effective cross-border cooperation in the region.

The initiative is open to public authorities and cross-border structures located along EU, EU–IPA and EU–EFTA borders, including organisations from the Bulgaria–Serbia border region.

The deadline for applications is 30 June 2026.
